Toronto, Ont.—The City of Toronto’s Express Services Team met in December 2024 to discuss changes to the sign permit process and recently released a summary outlining key updates to permit applications, inspections, and illumination requirements.
New inspection requirements
Starting February 1, 2025, applicants must submit a report for each permit before closing a sign permit. A professional engineer must prepare the report if the Ontario Building Code (OBC) requires it. If the OBC does not require an engineer’s report, the installing contractor must author it. The report must be addressed to the Chief Building Official (CBO) and include the following:
A professional engineer’s report may be submitted in cases where a contractor’s report would be accepted. Applicants must request inspections at mandatory stages, with details available on the City’s website.
Illumination compliance
The Toronto Building division receives frequent complaints about sign illumination. To comply with Municipal Code Chapter 694-18, the City advised installers to set timers and dimmers before completing installation. The City’s sign bylaw provides full regulations.
Other improvements
The Express Services division will introduce introductory inspection discussions, where inspectors offer guidance on timing, inspection requests, and permit closeout requirements. A new remote video inspection service will allow clients to complete inspections via live streaming.
